- Leaders in Village / Mtaa / Shehia call a public (open) meeting to set and agree on the criteria about the overty in the area, the meeting under supervision of TASAF experts from Program Authority Area experts / Zanzibar.
- A team of youths elected at the public (open) meeting of the Village / Mtaa / Shehia pass from house to house to list households that meet the criteria set during the public (open) meeting of the Village / Mtaa / Shehia
- The List will be presented at the next public (open) meeting of the Village / Mtaa / Shehia for review iv Households listed will be filled questionnaires with relevant information
- The questionnaire will be analyzed using the computer system so as to get the list of poor households with qualifications to be enrolled in the program
- The third Public (open) meeting will be convened to read the names in the final list of those who are included in the program after thorough analysis through computer
- The beneficiaries households will be obtained and included into the registry of the beneficiary house holds
